The London Borough of Newham is a London borough formed from the towns of West Ham and East Ham, within eastern Greater London.

It is situated 5 miles (8 km) east of the City of London, and is north of the River Thames. According to 2006 estimates, Newham has one of the highest ethnic minority populations of all the districts in the country, with no particular ethnic group dominating. The local authority is Newham London Borough Council.

The city was formed by merging the former area of the district in Essex and East Ham County Borough of West Ham as the new district of London on April 1, 1965. Green Street marks the border between the two. North Woolwich also became part of the city (before being in the metropolitan area of Woolwich, County of London) with an area west of the small river Roding which had previously been part of the municipality of barking. Newham has been designed for the district as an entirely new name.

Unlike most English districts, its board is chaired by a directly elected mayor of Newham. From 2002 to 2009 one of the directors had been appointed as the "civic ambassador" and played the civic and ceremonial previously exercised by the mayor. The post was abolished.

Although statistically considered as part of central London, the town is still considered a part of Outer London for purposes such as financing. This is because most are not part of the county of Newham in London 1889-1965. However, many of the city has always been part of London and economically constructed area, is one of the most disadvantaged. The board is actively campaigning for a part of Newham officially considered as the center of London to all practical purposes, to increase the level of government subsidy of £ 60 million. Newham is a tough neighborhood in a series of forms and the recycling rate is currently the second lowest in the UK.

In the district elections held May 6, 2010, the Labour Party won 60 seats in the Council. Sir Robin Wales was elected executive mayor of the city with 68% of first preference votes cast.

Newham has the largest young population and one of the lowest in the white British population in the country according to the 2001 census. The city has the highest percentage of Muslims in Britain (24.3%).

Using Simpson's diversity index of 10 individual ethnic groups, the census of 2001 identified the most ethnically diverse Newham in England and Wales, with 9 wards Top 15 However, when using 16 categories of ethnic census so that the white of other minorities black and ethnic Irish are also included in the analysis, Newham will be the second most ethnically diverse city, with 6 of the top 15 departments in the back of Brent with 7 of the top 15 departments.

The main ethnic groups are Whites and Asians. Based on 2006 estimates by the Office for National Statistics, over 39% of the population is white, of which 32.6% are British, 1.1% are Irish, and 5% are from other white backgrounds. About 38% of the population is Asian, which is 10.2% Indian, 7% are Bangladesh, Pakistan is 13.9% and 5.1% are Asian other. About 20% of the population is black, which is 6.5% Caribbean, 12.4% are African, and 1.1% from other backgrounds black. In addition, 1.6% of China's population and 2.6% are of other ethnic groups. Newham has the fertility rate highest in the country at 2.87, as in 2009, against a national average of 1.95.

The city is the teaching authority of the district to teach in a mixed base, community and voluntary aided schools. The district also owns and operates Debden House, a residential college for adult education in Loughton, Essex. Essex Elementary School Sheridan Road, with more than 900 students is one of the largest primary schools in London.
